Can LCD PC monitor be used as TV with cable box?
Is it possible to connect a LCD monitor (HP model w2408h) to a Time Warner cable DVR? The LCD has these video inputs:
VGA analog signal
HDMI digital signal

The cable box is Scientific Atlanta model Explorer 8000 and has S-video and RCA output jacks (no HDMI).

Would a RCA to HDMI cable or something else work?
You would need to either upgrade to HD cable, or purchase a video processor (NOT a simple cable) that would convert S-video or composite video to HDMI or VGA. For viewing non-VGA sources on a VGA monitor, I use an older (1990s) Dwin line doubler that was originally designed for CRT projectors that has composite, S-video, and component outputs, and RGB (VGA) output.
